City, Province bestowed ‘Seal of Good Housekeeping’ by DILG

ROXAS CITY –The Department of the Interior and Local Government (DILG) has conferred the “Seal of Good Housekeeping” to the city and provincial governments in recognition of their “highly transparent and accountable governance.”

The award comes with a P3-million prize for the City and P7-million for the Province to be used by the local government units concerned for programs and projects under the Millennium Development Goals, according to Mr. Joey Roldan, head of the DILG in Roxas City.

The funds are drawn from the so-called Performance Challenge Fund, a support fund to finance local development initiatives in furtherance of national government goals and strategic thrusts.

Roxas City Mayor Angel Alan B. Celino said the latest feat of the City serves as an inspiration and a challenge from him to redouble his zeal and commitment towards public service.

                Roldan, in a press conference Sept. 5, explained that the “Seal of Good Housekeeping” project is an initiative under President Benigno Aquino’s administration in line with his “Daan na Matuwid” thrust.    The Roxas City government has added another feather on its cap. The Department of the Interior and Local Government has bestowed to the Roxas City  government the  ‘Seal of Good Housekeeping’ in recognition of its “highly-transparent and accountable governance.”

                Roldan said that for a local government to qualify for the recognition, it must satisfy the following criteria:

                On Sound Fiscal Management –absence of an “adverse” or “disclaimer” COA opinion on its financial statements on the immediately preceding year prior to the roll-out of the Seal , assessment and validation; and

                On Accountable and Transparent Governance –compliance to the Full Disclosure Policy on local budget and finances, bids and public offerings, as stipulated in DILG Memorandum Circulars 2010-83 and 2011-08, and as prescribed in Section 90 of Republic Act No. 10147 or General Appropriations Act of Fiscal Year 2011.

                Interior and Local Government Secretary Jesse  M. Robredo, in a memorandum,  said all qualified government units are to be conferred with the Seal in an appropriate DILG-organized event.
