September 16, 2010Ugyon bet wins PCL post by 3 votes
ROXAS CITY –– Panay councilor Maria Leobeth Deslate-Delicana was elected as the new president of the Philippine Councilor’s League (PCL), Capiz chapter. She won the post over Tapaz councilor Karen Palomar by only three votes in an election held Sept. 13 this year at the Rustic Bar in Barangay Banica this City.
Delicana is a member of the local party, the Ugyon Kita Capiz (UKC), while Palomar is from the Liberal Party. Delicana got 86 votes while Palomar gernered 83 votes.
The PCL- Capiz has 172 members –– 104 of whom belong to UKC and 68 from the LP.
However, only 169 councilors, including the Liga ng mga Barangay and the Sangguniang Kabataan (SK) Federation presidents, took part in the election.
PCL provincial interim president Francis Dave Juanico of Dumarao was elected vice president defeating Syvel Grace Dueñas-Diamante of Maayon.
Other elected officers were Maria Nena Beldia-Almeida (Pontevedra, UKC), secretary general; Stephen Alayon (Sigma, LP), auditor: Ronald Guillermo (Cuartero, UKC), press relations officer, and Jelly Farinas (Tapaz, UKC), business manager.
Helen Mestidio, provincial head of the Department of Interior and Local Government (DILG), called the election.

2 carnapping suspects fall

ROXAS CITY –– Two suspects believed to be engaged in motorcycle carnapping here were arrested last Sept. 8.
Supt. Khasmir Disomangcop, the city’s police chief led the pursuit operation for the arrest of Kennedy Tandoy, 18, of Bayot Drive and Christian dela Cruz, 16, of Barangay Dinginan, both of this city after Alfredo Baclas III of Barangay Dinginan here reported to the police that his black Honda Wave motorcycle was stolen.
Baclas told police that the motorcycle with Plate No. 688FP was placed inside the garage and has P2,500 cash inside the motor box.
After hours of pursuit operation, a witness reported to the police that the suspects and the stolen motorcycle were in a house at the nearby Alba Village in the same place.
Recovered from the suspects were one Suzuki motorcycle registered to Florencio Abalayan Jr., which was reportedly stolen on Aug. 15 at the Villareal Stadium here and another black Honda motorcycle. The owner of the said vehicle was not yet identified, police said.
Also arrested by the police for coddling the suspects were July dela Cruz, 21 and a certain Roger dela Cruz.
Police believe that the suspects are involved in several carnapping incidents in the city. Since January this year, the suspects have reportedly stolen some 100 motorcycles.

September 12, 2010 Members of the government sector have elected Govs. Victor Tanco of Capiz and Felipe Hilan Nava of Guimaras as nominees to the chair and co-chair positions, respectively, of the regional Development Council 6, the highest policy-making body in Western Visayas.
The government sector is composed of elective officials and heads of offices of various regional line agencies.
Their nomination will be submitted to president Benigno Simeon Aquino III together with the nominees from the private sector.
Aquino will choose from among the nominees the next chair and co-chair of RDC 6.
Director Ro-Ann Bacal of the National Economic and Development Authority 6, secretariat and vice chair of RDC 6, said they are still waiting for the nominees from the private sector.
She said that while private sector organizations have already chosen their permanent private sector representatives (PSRs) to the council, they still have to choose geographical PSRs from each province.
Such is a new feature of the RDC election because before it was “the government and private sectors that elect together” the respresentatives. ––PNA

Gumban replaces Angan as Capiz police director By ALEX LUMAQUE (PIA) and WOW FENEQUITO-DADULA ROXAS CITY –– Sr. Supt. Renato Gumban formally assumed as Capiz police director on Aug. 25 following a simple turnover ceremony at Camp Teodorico Apil in Barangay Lanot here.
Gumban replaced Sr. Supt. Josephus Angan, who was be assigned to the Police Regional Office VII in Cebu City. Angan had served as the province’s top cop since July 2, 2008. In his speech, Gumban emphasized the need to prioritize the anti-criminality and anti-illegal drugs campaigns, and to strengthen the arrest of most wanted personalities in Capiz. He would also implement the Integrated Transformation Program (ITP) of the PNP.
Gumban stressed among Capiz policemen that he is very particular with the program “Tamang Bihis,” which refers to the attributes of a policeman as dependable, presentable, humane, approachable and God-fearing. This is one way for policemen to become effective law enforcers and to gain public support.
He appealed for the support of the local officials and the community for the realization of his programs. Gumban is a graduate of the Philippine Military Academy Class 1985. He was assigned as group director of the 604th Provincial Mobile Group based in Barangay Manhoy, Dao, Capiz sometime in the late 1980’s.
Prior to his assignment here, he was the provincial director of the Iloilo Police Provincial Office (IPPO). Present during the turnover rites were regional director Chief Supt. Samuel Pagdilao, Gov.
