LP man resigns as Capitol’s barangay affairs consultant

ROXAS CITY –Former board member Vincent Fritz Cruz-Am, a known ally of the Liberal Party, has resigned as barangay affairs consultant of the Capiz provincial government effective Sept. 29,2011.
Shortly after asking a permission from Capiz Gov. Victor Tanco to leave his post, Cruz-Am hinted that he could not swallow the “corruption” at the Capitol as among his reasons for leaving, an allegation which was later strongly denied by the governor.
Cruz-Am, who was one year and two-months as the Capitol’s consultant, observed that the governor ‘s good-nature character is being abused by his department heads and other Capitol people, particularly citing officials and employees of the Bids and Awards Committee(BAC) who, he said, are now riding in their flashy vehicles. He added that the corruption occurred in the money out and the projects of the province.
According to Cruz-Am, it is also not clear how the P683-million loan of the province is being disbursed and what are the specific projects it covers.
Saying that he was willing to be a “sacrificial lamb” just to stamp out the corruption at Capitol, Cruz-Am said he has proofs as well as the names of those involved in corruption. He would come out, he said, in due time and in a proper forum.
“What corruption he is talking about?” countered Governor Tanco.
In radio interviews, Tanco said the Capitol could not have been a recipient of “Seal of Good Housekeeping” from the Department of the Interior and Local Government had there been corruption there. The governor also cited a second COA report which carried no “adverse” report on how the money was disbursed at Capitol.
The governor disclosed that the provincial Capitol has in its coffers P375-million as of September 2011.
Meanwhile, in his resignation letter addressed to Governor Tanco and dated Sept.29,2011, Cruz-Am stated:
“It is with a heavy heart that I am tendering my resignation as head of the Barangay Affairs Office. After thorough reflection, I have realized that I should follow another path; that is, pursuing a career for my personal betterment and of my family.
“I am very grateful for the experience, which, since the start of my incumbency in July 2010, has given me prestige, honor, and huge opportunity to re-experience public service this time in a larger constituency and by more meaningful means.
“I shall leave equipped with a learning experience and the thought that my one-year stay further strengthened our public and personal affiliations under a common direction, which is labi sa tanan ang tawo.”

Joel P. Longares admits to run as governor in 2013 election

ROXAS CITY – Members of the media and the residents of Brgy. Dinginan here openly heard the admittance of Mr. Joel Longares to run as governor of the province in the 2013 election. Longares was one of the guests present during the consultation meeting conducted at Brgy. Dinginan, Roxas City last Oct. 2, 2011.
Longares was introduced by Engr. Jun Labao, a major benefactor of Ugyon Kita Capiz who does not hesitate to share his blessings by extending assistance to the barangays that are not taken cared of by the administration.
Cornered by the introduction of Labao, Longares was not able to deny and openly disclosed to the public of his plan for the position. He (Longares) admitted that he wants to join with the political arena in the province of Capiz because of his desire to help attain progress and development. Longares said he will share to the provincial government his expertise in the field of management and agriculture.
Also present during the said consultation meeting former city councilors Dennis Altobano and Ramon “Monchit” Albar.
The incumbent city councilors who also attended the activity were Hon. Jose “Joe” Agdalipe and Hon. Carla Abela.
The incumbent barangay captains of the different barangays also present were Hon. Melanie Elicana of Brgy. Cogon, Romeo de Felipe of Punta Tabuc, Ildefonso Tobillo of Brgy. III, Arthur Arcangeles of Tanque, Randee Albar of Lawaan, Manuel Aninang of Olotayan, Jose Barrera of Brgy. Bato, and Sanny Llamas of Brgy. Baybay.
Rodelio Artillero and Roland Clarito, former barangay captains of Brgy. Dumulog and Culajao, respectively, were also present. Mr. Jojie Avelino and his cousin Edmund Avelino of Pontevedra, Capiz also graced the activity, while BM Jeffrey Layo was able to catch up but was late.
Former City Mayor Vic Bermejo was also expected to be present but he was called by Vice President Jejomar “Jojo” Binay. Bermjeo went to Manila a day before the scheduled consultation meeting at Brgy. Dinginan to respond to the Vice President’s call.
More than 1,500 residents of Dinginan received gantas of rice and grocery packs courtesy of Joel P. Longares, Engr. Jun Labao, and the members of Ugyon Kita Capiz.

Brgys Cogon & Lawa-an receive projects not coming from the gov’t
Roxas City- Two barangays here received projects but nrither came from theCity nor Provincial governments. On Sept. 24, 2011 a consultation meeting was held at Brgy. Cogon. Present during the consultation were former Mayor Vic Bermejo, Board Member Jeffrey Layo, and City Councilor Carla Abela. Former Roxas City ABC President and incumbent barangay captain of Mongpong Hon. Wilson Acervo, Sr. was also present. The consultation-dialogue was also graced by the presence those who ran in different positions during the 2010 elections but did not make it. They were Dr. Cesar Yap, Jr. and Monchit Albar who ran for board member in the first district; Dennis Altobano, for city vice mayor; and Johnny Magallanes doe City Councilor. Dr. Yap rendered a song number that added life and color to the residents.

Capiz gears up for Tourism Week 2011 celeb

ROXAS CITY, Capiz, Sept. 20 (PIA) - Capiz celebrates Tourism Week 2011 from September 22-28, with different tourism-related activities lined-up by the provincial Tourism and Cultural Affairs Office (PTCAO).
The week-long celebration with the theme “Tourism: Embracing Cultures” will kick off simultaneously with the opening of a one-stop shop of government services dubbed “Capiz nga Serbisyo Publiko sa Capitolyo” at the ground floor of the Provincial Capitol here.
The opening day activities will also include photo exhibit (WOW Capiz) and product sale at the Atrium of the Provincial Capitol and orientation on frontline services in events hosting at a local hotel and restaurant.
“WOW Capiz will feature newly discovered tourism sites and cultural attractions,” said a PTCAO staff.
The Roxas City government will separately launch the “I Plant” advocacy and Palina Greenbelt Eco-Park at Arnaldo Boulevard and Barangay Cagay here, respectively, during the celebration.
The “I Plant” concept aims to beautify the city’s major thoroughfare by plantingbougainvillea flowers along Arnaldo Boulevard.
Other activities of the celebration include 6th Provincial Convention of Students and Teachers of Hotel and Restaurant Management (HRM) as well as Tourism courses, skills olympic and cooking contest by Filamer Christian University’s (FCU) College of HRM and Tourism and “Specialty of the House Showcase” (Sabor Capiznon) by the Association of Resorts, Restaurants and Hotels of Capiz (ARRHC).
Expected to grace the activities are National Commission for Culture and the Arts – Philippine Cultural Education Program (NCCA PCEP) director Elmar B. Ingles, Department of Tourism (DOT) – 6 Officer-In-Charge lawyer Helen Catalbas, Association of Tourism Officers of the Philippines (ATOP) national president Miguel Sison and local government officials.

Prov’l. Capitol holds One Stop Shop

ROXAS CITY—In celebration of the 111th Philippine Civil Service Anniversary, the Civil Service Commission, Capiz Field Office and the province of Capiz will hold a One Stop Shop on September 22 at the Governors Hall, Capitol Building with the theme Capiznon nga Serbisyo Publiko sa Capitolyo.
According to Ma. Cynthia Aranas-Gellegani, Director II of CSC Provincial Field Office, this celebration is based on Memorandum Circular No. 17, series of 2011 that the whole month of September would be the Civil Service month.
Part of their activities also is to give an award to the Rural Health Unit of the Municipality of Dumalag being this year’s Outstanding Public Servant in Pag-asa Award Category national level.
Vice Governor Esteban “Nonoy” Contreras, PESO Manager said that they are hiring 250 call center agents to be deployed in Cebu City with a salary range of P16,000 and above. The requirements should be an accumulated 72 units, 18-60 years old. Within that day, the applicants will know if they are hired or not, because after they give their resume to the agency, on–the-spot initial interview, written communication and final interview will be conducted. If ever they will be hired, immediately they avail the package of signing a one month contract, free accommodation and transportation. There are no placement fees to be collected.

City, Province bestowed ‘Seal of Good Housekeeping’ by DILG

ROXAS CITY –The Department of the Interior and Local Government (DILG) has conferred the “Seal of Good Housekeeping” to the city and provincial governments in recognition of their “highly transparent and accountable governance.”
The award comes with a P3-million prize for the City and P7-million for the Province to be used by the local government units concerned for programs and projects under the Millennium Development Goals, according to Mr. Joey Roldan, head of the DILG in Roxas City.
The funds are drawn from the so-called Performance Challenge Fund, a support fund to finance local development initiatives in furtherance of national government goals and strategic thrusts.
Roxas City Mayor Angel Alan B. Celino said the latest feat of the City serves as an inspiration and a challenge from him to redouble his zeal and commitment towards public service.
Roldan, in a press conference Sept. 5, explained that the “Seal of Good Housekeeping” project is an initiative under President Benigno Aquino’s administration in line with his “Daan na Matuwid” thrust. The Roxas City government has added another feather on its cap. The Department of the Interior and Local Government has bestowed to the Roxas City government the ‘Seal of Good Housekeeping’ in recognition of its “highly-transparent and accountable governance.”
Roldan said that for a local government to qualify for the recognition, it must satisfy the following criteria:
On Sound Fiscal Management –absence of an “adverse” or “disclaimer” COA opinion on its financial statements on the immediately preceding year prior to the roll-out of the Seal , assessment and validation; and
On Accountable and Transparent Governance –compliance to the Full Disclosure Policy on local budget and finances, bids and public offerings, as stipulated in DILG Memorandum Circulars 2010-83 and 2011-08, and as prescribed in Section 90 of Republic Act No. 10147 or General Appropriations Act of Fiscal Year 2011.
Interior and Local Government Secretary Jesse M. Robredo, in a memorandum, said all qualified government units are to be conferred with the Seal in an appropriate DILG-organized event.

Will Longares Challenge Gov. Tanco in 2013 Election?

ROXAS CITY – UGYON KITA Capiz, a local political party in the province of Capiz, starts revitalizing after it has been “sleeping” for more than a year after the 2010 Elections. In a gathering held at Grand Gazeebo, at Brgy. Baybay, here last August 30, 2011, faces of the dominant members of the political party were seen.
Present during the gathering were Former Roxas City Mayor Vic Bermejo, Former Vice Governor Felipe “Dodoy” Barredo, Board Member Jeffrey Layo, Panitan Mayor Hon. Katherine “Kate” Belo, Panay Mayor Hon. Dante Bermejo, and Olotayan Punong Barangay Hon. Manuel “Bong Bong” Aninang.
Among those also present were Former Board Member Gilbert Ardivilla, Former City Councilors Monchit Albar, Greg Arcenas, and Dennis Altobano, Jr., Former President Roxas Mayor Hon. Rosauro Buenafe, Former Pontevedra Mayor Hon. Arturo “Turing” Tumlos, Mr. Johnny Magallanes, Edmund Avelino and Jojie Avelino of Pontevedra, Villamor Barruela of Maayon, Mr. Ronnie Barrientos, and Mr. Tinasay.
Prominent personalities of Capiz were also in the gathering. They were Judge Hannibal Patricio, Mr. Joel P. Longares, a native of Mambusao, Capiz, Engr. Leogario Labao, also from Mambusao, and Filamer Christian University (FCU) Alumni President, Mr. Joaquin Dumagpi.
Mr. Joel P. Longares, a successful businessman in California, USA, runs businesses in the United States. He is also the President and Publisher of a weekly newspaper, Pinoy Weekly, distributed along Northern and Southern California. He is rumored to challenge Governor Vic Tanco in the province’s top seat comes 2013.
Engr. Leodegario Labao is also rumored to replace Hon. Jose Alba as Mambusao’s Mayor after the term of the latter ends.
Bermejo was asked if his presence in the gathering is a sign for his plan to return to the city, he just leave it for the people to decide whether he should run or not. But the possibility remains, according to Bermejo, that he is open whether in the city or in the provincial post.
If the Liberal Party will invite him again to go back to their fold, Bermejo told The Capiz Times that it is of a remote possibility.
The gathering was made possible after each and everyone has been invited to talk on matters in relation to strengthening the political party. No plans yet as who will be occupying for any position to combat the power of the Liberal Party in the local 2013 election.

‘Despised’ brgy execs find ‘haven’

ROXAS CITY – Barangay captains felt despised by the present administration were able to find a place –actually an office –where they could stay and relax while doing transactions in the city hall.
Less than half a kilometer away from the city’s seat of governance, at the corner of Magallanes and San Jose Streets, this city, the office is a small yet elegant site that provides comfort and ease to the barangay officials.
The office was blessed by Msgr. Bolivar on Aug. 15 this year.
. Barangay captains and former barangay captains who attended the blessing were Arthur Arcangeles of Brgy Tanque, Melanie Elicana of Cogon, Sonny Llamas of Brgy Baybay, Ildefonso Tobillo of Brgy III, Romeo de Felipe of Punta. Tabuc, . Arthur Aragon of Cagay, Fred Doroteo of Brgy V, Leizl de la Cruz of Brgy IV, Elisabeth Santiago of Dinginan,, Barrera of Brgy Bato, Randee Albar of Lawaan, Arsenio Barres of Lanot, Richard Arrojado of Libas, former Punong Barangay of Culajao Rolando Clarito, and the brain of the concept, Manuel Aninang of Brgy Olotayan.
Also present during the blessing were PSSpupt Mario Millaro, the Deputy Provincial Director of CPPO; Engr. Leodigario Labao, former City Councilor who ran for vice governor during the 2010 elections; Mark Ortiz, former city councilors Greg Arcenas and Monchit Albar ,former board member Gilbert Ardivilla and his wife, incumbent board member Mimi Ardivilla. There were also mayors from the different municipalities who attended the celebration. Provincial Engr. Edgar Agana was also present during the activity.
The presence of the different personalities drew reactions and given “malice” by some, especially by the media. Engr Agana’s presence was accidental, according to Aninang. Agana, he said, spotted him while passing by the area and he invited him. Agana did not refuse considering his good relations with the Aninangs.
When PSSupt Millaro was asked for a comment, he told The Capiz Times that he was invited to grace the event. “I am invited. I am not a politician . Besides, this is not election period, why should I snub the invitation?, Millaro said.
Engr. Labao, Aninang added, has been connected with the group without any malicious intention. Because of the overflowing graces he has received from the Divine Provider, he wants to share to those who have less in life and less privileged in the community.
Former ABC president and incumbent barangay captain Wilson Acervo, Sr of Brgy Mongpong was expected to be present but was not around. Aninang believes that Acervo had pressing commitments he could not forego. He further believed that Acervo did not ignore them, only that he was unprepared for the abrupt schedule.
It is noted that almost all political figures present ran under the Ugyon banner in the May 10, 2010 elections challenging the Liberal’s strength in the political arena in Roxas City and Capiz. They felt “despised” because the present administration seems to be giving them a hard time. “
The election is over yet the administration is depriving us of the privileges and rights we should deserve in our barangays,” Aninang lamented. He added that their annual budgets, supplemental budgets, travels and many others seemed to pass through the eye of the needle.
Asked how the idea of putting up an office for Ugyon members and for others who felt “snubbed” by the present administration came to be, Aninang recalled that it was due to their desire to have a common place where they can share ideas and will not be “pricked by the sun” or wet when the rain falls. He added that they were not able to find such kind of place in the plaza and inside the City Hall. That’s why they “sacrificed” and worked to avail one. If they will not work, their constituents “will continue to suffer.”

18 dead , 2 missing in one of worst sea mishaps involving Roxas folks

ROXAS CITY—Eighteen persons were confirmed dead while two remained missing in one of the worst sea tragedies involving residents of this city.
Out of the 33 fishing boat crew of the ill-fated F/B Cristie Hope that sank off the waters of Masbate and Sibuyan Islands, only 13 survived, reports from the Philippine Coastguard and the Roxas City Bantay Dagat showed.
F/B Hope Cristie left Brgy. Libas Roxas City last July 26 despite the bad weather condition for its usual fishing routine and headed towards the Visayan Sea. It sank around 2 a.m. July 27.
On July 28, thirteen survivors arrived at the Libas fishing port. They were met and assured of assistance, financial or otherwise, by Mayor Alan Celino, the city councilors and some board members. They were identified as Micheal Apruebo, Vicente De la Cruz, Jonix Artagani, Andrew Billosillo, Joseph Colidapa, Noel Villanueva, Rodulfo Alovera, Dante Daños, Rodel Aceboque, Andy Layon, Rex Bucala, Jun Flora, Juvy Balete.
As of Aug. 3, thirteen bodies were recovered, including that of boat captain Nestor De la Cruz, and others who remained unidentified.
As of Aug. 4, five more decomposing bodies were retrieved and could no longer be recognized.
Two persons still remained missing as of press time, August 5. According to former Brgy. Capt. Solomon Alisasis of Libas, the family of the missing victims were hoping to recover even their cadavers only.
Some expressed fears that two missing could have perished at sea.
Last August 3 around 10:30 a.m. at Libas Fishing Port, President Aquino sent Director Rosario Cabrera of the Civil Defense Region 6 to provide financial assistance to the family of the deceased. Cabrera handed to the families of the victims P10, 000 for every casualty and 5,000 each for the survivors.
Gov. Vic Tanco, Sr., Mayor Alan Celino, Councilors Manuel “Tawi” Billiones, Jr., Powell Del Rosario, Julius Abela, and Board Member Sonny Besa witnessed the ceremony.
Councilor Del Rosario gave P1, 000 for every two casualties.
Gov. Tanco said the province will give also P10,000 to the families of the deceased, including the families of those missing pending confirmation of records. The Department of Social Welfare and Development (DSWD)-Capiz will facilitate the said assistance.
He also thanked the province of Masbate for their assistance during the disaster.

14 fishing boat crew missing

ROXAS CITY—Fourteen crew members of F/B Hope Christie were missing as of presstime, July 30, 2011 along Cajidiocan, Romblon. A continuing rescue effort was being conducted by the joint personnel of Philippine Coast Guard and the Bantay Dagat based in Roxas City.
The ill-fated fishing boat was fishing in the grounds of Visayan sea. It left Libas Fishing port last July 26 despite the advisory of the Coast Guard to the owner that there was a forthcoming signal no. 1 typhoon Juaning which hit Romblon and Masbate areas. Around 2 a.m. July 27, it sank somewhere in the middle of Sibuyan and Masbate Islands.

According to PT/FCR 1ST Class Noel Aguirre, Asst. Station Commander of Philippine Coast Guard Station of Roxas City,the shipping boat sank due to the strong currents of water brought about by strong winds.

3 FCU taekwondo players shine in world tourney

ROXAS CITY – Three students of Filamer Christian University (FCU) out of the 37 players from the Philippines have put the Philippines in the world map when they clinched the championship crowns in their respective categories during the 5th World Korea Taekwondo Culture Expo Tournament held in Muju-gun, Joellabuk-do, South Korea last July 8-13.
FCU President Dr. Salvio Llanera declared the FCU as the “Home of Taekwondo World Champions” following the feats of its three students.
Zharie Gae T. Aguirre, 17, a freshman Bachelor of Science in Nursing in FCU, garnered a gold in Phoomsee and bronze in Kyeorugi-sparring in junior men-and-women category. She defeated the players of Kazakhstan, Russia, China and the United States.
Mar Angelo Rivera, a junior high school student, earned gold and two silvers in Kyeoruge-sparring in junior men-and-women category while Jason Benesiano, a grade schooler, got a gold and bronze in Kyeorugi-sparring also in the junior men-and-women category.
Joven Venancio, coach and trainer of the students also got a silver medal in Phoomsee for the instructors category.
The President and officials of the University has offered free miscellaneous and tuition fees to the players who brought honors to the school.
Aguirre was the silver medalist of Philippine Olympic Festival.
Rivera was the finalist player during the recent Palarong Pambansa and Benesiano is a National gold medalist in taekwondo.
The expenses of the players in going to Korea were shouldered by Gov. Victor Tanco Sr., their parents and the University.

Warm reception for P-Noy on his first capiz visit

ROXAS CITY, Capiz, July 12 (PIA) – Capiz Gov. Victor A. Tanco led Capiceños in conveying their thanks and appreciation to President Benigno S. Aquino III for the various projects that he has given the province.
At the outset, Tanco extended his personal thanks to President Benigno S. Aquino III for his appointment as Regional Development Council (RDC) 6 Chairperson.
“We are also grateful that you appointed former Senator Mar Roxas as DOTC Secretary,” the provincial chief executive conveyed to Aquino during his hour-long stay at the Capiz Gym here for the distribution of social services last July 12.
Tanco’s announcement of the various national government projects for Capiceños elicited applause from more than 5,000 audience in the gym who attended the first presidential visit of Aquino here.
For his part, the President. released more than P1.7 million which will benefit 4,726 pre-school children in the municipalities of Maayon, Sapian, Sigma, Pilar and Pontevedra.
The President went down the stage to reach out to the elderly beneficiaries as he turned over to them their three-month P1,500 social pension,
Cash grants for the Pantawid Pamilyang Pilipino Program (4Ps), as well as, the check for the Self-Employment Assistance-Kaunlaran (SEA-K) for the ACTIVE BAYAD SEA-K Association of Maayon town were alo turned over to the recipients by Secretary Soliman and the President.
The President also distributed the Certificates of Land Ownership Award (CLOA) to target farmer beneficiaries of the Department of Agrarian Reform and PhilHealth insurance cards to indigent Capiceños who were identified under the National Household Targeting System for Poverty Alleviation.
A total of P171.37 million for the various food security and rice self sufficiency projects was turned over to Capiz and different local government units (LGUs) during the ceremony.

Panay recipient of Ist Int’l Agriculture, Tourism Expo Award

PANAY,CAPIZ— The First International Agriculture and Tourism Expo was held at the World Trade Center, Manila from June 30-July 2, 2011.The event was organized by A-Linx Events International, Inc. in partnership with the Department of Agriculture, Department of Tourism and League of the Municipalities of the Philippines and designed to showcase the Philippine agriculture and tourism industries through a series of awareness campaigns, learning seminars, products exhibits and cultural performances.
The main objective of the event is boost, encourage and acknowledge agriculture and tourism developments in our country. It is in this even that the First International Agriculture and Tourism Expo Award was launched.
The first ever international award in the agriculture sector was conferred to the Municipality Panay “for its exemplary and sterling leadership as an agricultural asset of the Philippines. Panay has led the province of Capiz to new and greater heights by spearheading and successfully implementing innovative agriculture programs and projects which benefited both the local and foreign tourist visitors”. The award was given during the first International Agriculture and Tourism Expo Recognition Day, July 1, 2011 at the World Trade Center, Pasya City and received by Panay Municipal Vice Mayor Hon. Gualberto B. Bernas III, M.D. for in behalf of Mayor Dante B. Bermejo.
Among the many factors that made Panay as one of the awardees together with 24 other LGUs is implementing innovative programs and best practices in the development of agriculture and tourism which significantly contributed to the development of the agri-tourism sector. Agriculture claims 27.25% (3,471 has) of the total municipal area wherein palay is the major crop. It annually produces an estimated 21,521.10 metric tons where about 76% or 16, 343.10 metric tons of is marketable surplus making Panay as the rice granary of Capiz. The introduction of organic farming and the Bayanihan system in the management of irrigation system are pioneering and innovative approaches adopted to boost agricultural production. Livestock and poultry production is limited to backyard scale but there are two (2) recorded commercial hog growers and four (4) commercial poultry growers operating.
The marine sectors is the major backbone of the local economy as the municipality is home to the largest mangrove area in the Province of Capiz having an area of about 371.03 hectares. Mangrove silviculture is a growing practice in the coastal areas raring fish, crustaceans and shellfishes. Another aquaculture industry is the fishponds where major produce includes milkfish, mud crab and prawn in brackishwater fishponds and tilapia, catfish and carp in freshwater fishponds. Estimated volume of fishpond production is about 5,206.74 metric tons annually. The coastal resource management program of the municipality can be attributed to the growing rejuvenation of the coastal and marine resources of Panay.
In 2010, the municipality was also adjudged as the Region’s Best Performing Municipality in Environmental Management.

ROXAS CITY – We should not only plant trees. We should see to it that they grow.
This was stressed by Engineer Julian Amador, regional director of the Department of Environment and Natural Resources (DENR), during the provincial launching of the National Greening Program (NGP) June 29. The NGP launching was held at the Capiz Gymnasium, Villareal Stadium here.
The activity, spearheaded by the DENR-Capiz with the theme “National Convergence Initiative,” was participated in by local government units, national government agencies and the Department of Education.
Capiz was the sixth province to launch the NGP nationwide, according to Amador. He is seeking the support of concerned individuals to help them reach their target of planting 1.5 billion trees covering 1.5 million hectares for a period of six years (20lll-2016).
Amador said that each student and employee should plant 10 seedlings per year. It is not enough though that they plant trees, he explained. They should check every two succeeding months what they have planted because the idea here is “to grow trees, not merely plant.”
Planting and growing trees does not only mitigate climate change. It also helps reduce poverty, contributes to resource conservation and protection, and productivity enhancement.
Amador said their main goal is to consolidate and harmonize all greening efforts such as the Upland Development Program, Luntiang Pilipinas and similar initiatives of the government, civil society and the private sector under the National Greening Program.
Gov. Victor Tanco Sr. expressed full support to the NGP which, it said, was designed to help alleviate climate change. He agreed with Amador’s view that planting is not enough; seeing to it that the trees grow is what is more important.
“This is the good time to think about our nature,” the governor said, and expressed hope that the NGP would continue until its ultimate goal is achieved.

Fight illegal gambling

ROXAS CITY — Mayor Alan Celino challenged the public to be actively involved in the campaign against illegal gambling.
The mayor aired the challenge during a recent press conference in relation to the just concluded raid conducted on a gambling joint here.
Games and Amusement Board Anti-illegal Gambling Unit (GAB-AIGU) operatives and member of the Regional Special Operations Group headed by SPO4 Simplicio Carlos Cunanan from the Police Regional Office 6 raided on May 26 the NOMARS Amusement Center on Arnaldo Boulevard here allegedly for conducting illegal gambling in the said place.
The raiding team arrested 34 persons, including Barangay Captain Noel Agapito 64, married, of Brgy. 6, while they were allegedly playing a form of illegal gambling known as Cara y cruz or ‘tumbo’.
Recovered from the center were P720 worth of paper bills in different denominations, P206 worth of coins, 18 assorted units of cell phones, 3 wallets, 1 hat color black, 1-½ box white chalk, a knife measuring 13 inches, 2 sets playing cards, a majhong set placed in a color black and gray bag, 1 bag color gray, 2 pcs. of Dice, 1 toothbrush, 1 powder, 1 small perfume, 1 pack toothpaste, and 1 small potlock.
The arrested persons and the by-standers on the said amusement center complained that the raiding team forcibly seized their personal money from their pockets and did not return to them.
Agapito denied the accusation that he was involved in illegal gambling being conducted in the said area. He said that he was just watching the billard game when the raiding team confiscated his cellphone and apprehended him.
Sources said that the raiding team did not coordinate with the Roxas City Police when they proceeded to the area. But City Police Chief Kashmir Disomangcop denied this. Besides he sent his Peacock and Stallion patrol team to provide assistance to the raiding team.
When the mayor was asked by mediamen about his decision on the City PNP chief, he said that it is difficult to find a chief of police who is honest and can be trusted like Disomangcop.

Bermejo says charges against him over vehicles’ use ‘lack legal, factual basis’

ROXAS CITY—- Former mayor Vicente Bermejo filed a counter –affidavit on the charges filed against him by now city mayor Angel Alan Celino at the office of the Ombudsman, Visayas for possible violation of Republic Act 3019 otherwise known as “The Anti-Graft and Corrupt Practices Act,” particularly Section 3 (e) as well as Malversation of Public Funds and Falsification of Public Documents penalized under the Revised Penal Code.
The complaint stemmed from the three vehicles that the provincial government bought at P1,950,800 when Bermejo was still governor. When he won as city mayor, Bermejo brought the three vehicles for use of the city government. But shortly after the lost in the last May 10 elections, said vehicles were returned by Bermejo to the provincial government.
Actually, Bermejo stated in his counter-affidavit, the amount of P1,950,800 was for four vehicles (not 3 as stated in the complaint. The amount came from Provincial Assistance for Local Government Units (PALGU) Funds. The other vehicle was given to the town of Panay.
The three-vehicles given to but were later pulled out of the City Government were Isuzu 6W 2 Ton Manlift with Serial No. NKR58E-7237918, Mitsubishi Pajero 4WD Wagon with Serial Number V46-4040920 and Mitsubishi Pajero 4WD Wagon with Serial Number V46-4039581. The Mitsubishi Pajero 4WD Wagon was donated to the Municipal Government of Panay.
Although Bermejo admitted that in May 2007 the four vehicles were purchased using the funds of the Provincial Government, he said that the transaction was valid in accordance with the applicable accounting and administrative procedures in the Commission on Audit, and the latter did not find any error or lapse of the aforesaid transaction.
The former governor added that he honestly returned the three vehicles to the possession of the Provincial Government because he was made to believe by the former Provincial General Services Officer Evelyn Adonay that the document he signed to transfer the possession of said vehicles to the Roxas City government when he was then the governor was a “Memorandum Receipt.”
Under COA practices, he said, the vehicles and/or equipment covered must be returned to the issuing authority at a proper time and upon demand.
It was only when he received the summon from the Office of the Ombudsman about this case that he came to know in one of the exhibits that the document he signed was “Property Issue Slip.”
To clear his name of any accountability, he filed a request for the release of his terminal leave benefits last April 25, 2011 amounting of 757,528.04 that he earned while serving as Governor of the Province of Capiz from 1998-2007 upon submitting the clearance on all money and property accountabilities. Until now, he lamented, said benefits due him had yet to be released.

DSWD Secretary brings anti-poverty program to Capiz

ROXAS CITY—Social Welfare Secretary Corazon”Dingky” Collano-Soliman arrived here May 18 and unveiled a package of benefits for Capiceños aimed at fighting poverty.

Soliman said that Capiz is one of the areas she had visited after Iloilo last year.
Her main purpose was to talk with the provincial and municipal Social Workers, to encourage them to” use their legs and arms” because they are devolved agency and also to listen to the local leaders of the Local Government Unit as well as to have a dialogue with the citizens who are beneficiaries of the DSWD programs such as Convergence, Reduction, Pantawid Pampamilya, Kalahi Seeds, Self Employment and Sustainable livelihood Program, Social Pension Plan and the Rice Subsidy Program.
In Capiz, under the Social Pension Plan, out of 1,416 target beneficiaries, 901 only were qualified; in Pantawid Pampamily project , there were 13,988 beneficiaries coming from the towns of Pilar, Jamindan, Tapaz, Maayon, Panay, President Roxas and Sapian.
She added also that President Noynoy Aquino III ordered the DSWDO to accelerate the Implementation of the Rice Subsidy Program this May. The program would benefit farmers and fisher folks. But before they can avail of this program, they should first undergo trainings.
Soliman also disclosed that those can avail their programs should be indigents whose income should not exceed P96,000 annually.
Meanwhile, Soliman pointed out that the “Pantawid Pamilyang Pilipino Program” is intended for the poorest among the poor with P500 per parent every month during closing of classes. During school days, every child will be alloted P300 per month for a maximum of three children per family only. For the Social Pension for the Senior Citizens ages 77 year old and above, they are entitled to get P500 every month. For the Supplemental Feeding for the farmers and fisher folks,P2,563 per family every month.
Seven out of 16 municipalities of Capiz were the beneficiaries of the said Program.
In the 1st District: Municipality of Panay, Pilar, Maayon and Pres. Roxas. For the 2nd District: Sapi-an, Jamindan and Tapaz.
The town of Sapian under the leadership of Mayor Arturo “Turic ” Orosco is the first town where the Program will be implemented.
Soliman identified the 32 beneficiaries of Social Pension, 881 recipients of Supplemental Feeding, 1,101 farmers and fisher folks and 1,254 beneficiaries for Pantawid Pamilyang Pilipino in Sapian.
30 Small merchants from the town of Jamindan received P300,000 for SEA-K Association.
In identifying the potential recipients of all these PNOY Program, the National Household Targeting System Survey was mobilized.
Capiz Gov. Victor Tanco, Sr., Vice Gov. Esteban Evan Contreras and 1st Dist. Congressman Antonio Del Rosario with the Provincial Board members and Municipal Mayors welcomed the DSWD Secretary.

Cabillian reveals: Crimes in the province decreases in 2011

ROXAS CITY—-The number of crimes in the province has decreased in 2011 according to Capiz Police Officer In-charge P/Sr. Supt. Domingo Cabillan.
Based on their statistics study for the first quarter of Calendar Year 2011, the total crime volume is registered at 162 incidence, of which 120 were Index Crime and 42 were Non-Index Crime. Comparing the records of incidence with the CY 2010, which have a total crime volume of 283 incidence, of which 205 were Index Crime and 78 incidence representing Non-Index crime, there is a substantial reduction of the reported crime incidence with a difference of 121 incidence, or equivalent to - 42.76 percent.
Index Crimes are those cases that comprised the crimes against persons and properties that are punishable under Revised Penal Code, such as Murder, Homicide, Physical Injuries, Rape, Robbery and Theft. It includes also the crimes of Carnapping and Cattle Rustling. This type of crimes registered at 205 incidence in the total crime volume for CY 2010 as compared to CY 2011 that has only 120 incidence; thus, it yielded to a difference of 85 or a variance of – 41.46%, showing the dramatic decrease of the occurring crimes in the AOR.
While Non-Index Crimes, are those cases punishable under the Special Laws and other cases classified as Non-Index Crime but are punishable under Revised Penal Code such as Frustrated Murder, Frustrated Homicide (this cases are classified only Non-Index crime if the victim is/are not injured), Arson, Estafa, Alarm and Scandal, Malicious Mischief (and other crimes that does not fall under the classifications of Index Crimes), has registered at 78 incidence in the total crime volume for CY 2010 as compared to CY 2011 that has only 42 incidence in the total crime volume; thus, marking a difference of 36 or a variance of – 46.15 percent which show also substantial dropped down in the occurrence of this type of crimes in the AOR.
